Egypt is exploring plans with US-based digital infrastructure company, Heka Data, to establish an integrated hub for hyperscale data centres and artificial intelligence (AI).
The proposed project would leverage Egypt’s strategic location, digital infrastructure, fibre-optic networks and subsea cables to strengthen its position as a regional and international hub for data centres, cloud computing and digital services.
The plans were discussed during a meeting between Raafat Hendy, Egypt’s minister of communications and information technology, Heka Data team.
The meeting covered the project’s preliminary scope, scale, implementation phases and potential investment and technology opportunities.
The meeting was attended by Mohamed Shamroukh, CEO of the National Telecommunications Regulatory Authority ; Ahmed El-Zaher, CEO of the Information Technology Industry Development Agency ; and Saad Roshdy, head of the Central Administration for Resources and Technical Assistance and supervisor of the Central Administration for Technology Projects and Outsourcing at the Ministry of Communications and Information Technology, along with officials from Telecom Egypt.
According to the ICT ministry, the discussions explored opportunities to collaborate on the project, drawing on Egypt’s strategic location, advanced digital infrastructure, fibre-optic networks and extensive subsea cable system, alongside its growing pool of specialised ICT talent.
Hendy said the government welcomes strategic investments that support the transfer and localisation of emerging technologies.
He emphasised that an integrated data-centre and AI ecosystem could serve Egyptian, regional and international markets, while supporting the country’s economic competitiveness and attracting further technology investment.
Hendy noted that the rapid advancement of AI is driving growing demand for advanced digital infrastructure, particularly high-capacity data centres.
He said Egypt is developing an integrated ecosystem designed to accommodate this growth, create an enabling environment for advanced digital services and strengthen the country’s capacity to host and process data for businesses and institutions in Egypt and the wider region.
The Heka Data delegation presented their vision for the project and highlighted the potential of the Egyptian market. They also expressed interest in deepening cooperation with the Egyptian government and advancing the studies and procedures required to establish the project.
The meeting also highlighted the government’s ongoing efforts to develop digital infrastructure and create a supportive environment for the expansion of the data-centre industry.
The discussions underscored the importance of reliable power supplies alongside digital infrastructure to support efficient and continuous data-centre operations as demand for cloud computing and AI infrastructure grows.
