A delegation from Botswana, Senegal and Ethiopia arrived in Namibia this week to benchmark its e-birth notification system.

Speaking at the event, Lucia Lipumbu, minister of home affairs, immigration, safety and security, stressed the need for strong collaboration across government institutions to ensure every child is registered, recognised and protected from birth.

She said integrated civil registration systems are critical to national development, security and inclusive service delivery.

Landry Tsague, director of the Centre for Primary Health Care at Africa CDC, commended Namibia for achieving more than 99% birth registration coverage.

He attributed the milestone to strong governance, effective interoperability and a sustained commitment to digital transformation, adding that e-birth notification is central to primary healthcare digitalisation and Africa’s broader health security agenda.

In a keynote address, Esperance Luvindao reaffirmed Namibia’s commitment to universal health coverage and innovation. She highlighted efforts to modernise the health system through electronic medical records, telehealth and integrated digital solutions to ensure accessible, quality care from birth.

In a statement, the Ministry said the visit enables delegates to draw practical lessons from Namibia’s experience, strengthen system integration, and support the rollout of similar models across the continent.

“Namibia continues to set the standard, demonstrating how innovation at birth can strengthen identity systems, improve data for decision-making, and build resilient, future-ready health systems,” the statement said.
