Raya Holding for Financial Investments has confirmed plans to establish a digital bank in Egypt through its subsidiary Aman Holding, in collaboration with international partners, according to a disclosure submitted to the Egyptian Exchange on 2 November 2026.
The company said the proposed bank forms part of its strategy to expand its presence in financial services and payments, while strengthening its role in digital transformation and the development of integrated financial solutions.
Raya did not identify the prospective international partners or disclose the proposed bank's capital structure, launch schedule or operating model. Its statement confirmed the strategic direction of the project but did not indicate that a banking licence had been secured.
The group said it was preparing the studies and supporting documentation required for submission to the Central Bank of Egypt (CBE). The regulator will consider the application and determine whether the necessary approvals and licences can be granted.
The establishment of the bank and the start of its operations remain conditional on meeting regulatory requirements and obtaining approval from the CBE, as well as any other authorisations required from the relevant authorities.
The proposed venture would extend Raya's activities in financial technology through Aman, which provides digital financial services and payment solutions in Egypt.
Aman reported revenue of EGP5.4 billion in the first half of 2026, representing a 38% increase year on year, according to the group's results.
The business operates across Egypt's 27 governorates, supporting Raya's financial inclusion activities.
Raya said it would inform the Egyptian Exchange of any material developments in line with applicable disclosure requirements.
Egypt's digital banking market has progressed towards implementation in recent years.
In August 2025, ITWeb Africa reported that the CEB had granted initial approval to Banque Misr subsidiary Misr Digital Innovation to establish Onebank, a wholly digital bank.
Onebank subsequently received its operating licence from the CBE in March 2026, marking a further step in the development of Egypt's digital banking market.
The plan comes as financial services providers seek to broaden digital access and develop integrated payment and banking offerings. However, the proposed bank remains at a preparatory stage, with its launch dependent on regulatory review and approval.
