Mozambique boosts connectivity with TMCEL, WIOCC pact

In a development aimed at boosting Mozambique’s digital infrastructure, TMCEL, the country’s state-owned telecoms operator, has entered a strategic partnership with WIOCC, a pan-African digital infrastructure provider.

Through a framework agreement, signed on Wednesday at TMCEL’s headquarters in Maputo, the pair intend to deliver enhanced high-capacity connectivity solutions across Mozambique and the wider Southern African region.

The pact combines TMCEL’s national infrastructure and service expertise with WIOCC’s regional and international connectivity capabilities, including capacity delivered via the 2Africa East subsea cable and terrestrial routes into South Africa.

WIOCC went on to say the deal will enhance Mozambique’s digital backbone, strengthen both subsea and terrestrial infrastructure to improve network resilience, expand access and support secure, high-quality connectivity. The international infrastructure player said this reinforces the nation’s position as a regional digital gateway and a critical hub for data traffic in Southern and Eastern Africa.

According to WIOCC, the move also aligns with Mozambique’s National Broadband Strategy to improve internet access, particularly in rural areas. The strategy outlines broadband speed targets, access goals, and major activities to enhance broadband infrastructure and investment.

A key government initiative, Internet for All, launched in December 2024, seeks to expand internet access to 100% of the population by 2030. Recent figures from Datareportal show that at the start of 2025, there was an internet penetration of just 19.8% of Mozambique’s population, with 6.96 million internet users.

Speaking about the partnership, James Wekesa, group chief commercial officer for WIOCC Group, said: “By leveraging WIOCC’s scalable capacity and regional network alongside TMCEL’s robust national infrastructure and government collaboration, we’re creating a powerful foundation for enhanced connectivity, inclusive growth, and expanded digital services across Mozambique and beyond.”
