Mauritius is partnering with Indian IT services company Tata Consultancy Services (TCS) to advance public-sector digital transformation, develop technology skills and explore automation of government processes, under a memorandum of understanding (MoU) signed in Port Louis.
Announced by the Ministry of Information Technology, Communication and Innovation on 16 October, the agreement brings together government technology services provider State Informatics Limited (SIL) and TCS to strengthen digital capabilities and promote technological collaboration between Mauritius and India.
The partnership comes as Mauritius seeks to improve online access to government services, streamline public administration and strengthen its position as a regional digital hub.
The government also aims to attract technology investment and expand its digital economy, including through its proposed AI City development.
The agreement does not yet specify which government services TCS and SIL will modernise, the technologies they will deploy or the financial value of the partnership.
The MoU establishes a framework for cooperation, with implementation details and project priorities still to be determined.
Mauritius' minister of information technology, communication and innovation, Avinash Ramtohul, said the collaboration could create opportunities for digital transformation across the public and private sectors.
He also linked the initiative to the government's ambition to position the island nation as a gateway to African markets, supported by its proposed AI City.
The MoU was signed by SIL managing director Pramesh Pallanee and TCS president and regional head for the Middle East and Africa, Shiju Varghese.
India's High Commissioner to Mauritius, Anurag Srivastava, and Ramtohul attended the signing ceremony.
The partnership builds on Mauritius' efforts to move beyond digitising individual government services towards more integrated and efficient public administration.
The agreement also aligns with Mauritius' wider ambition to attract investment and develop its technology sector.
For TCS, the agreement provides an opportunity to collaborate with a government technology services provider on public-sector modernisation in Mauritius.
The immediate next step is for SIL and TCS to identify potential projects, establish implementation responsibilities and translate the agreement into practical initiatives.
