Malawi reviews digital land workflows

Malawi’s Ministry of Lands, Housing and Urban Development is reviewing workflows in its Land Information Management System (LIMS) to accelerate the digitisation of land administration.

The review assessed existing electronic workflows and develop processes to move the remaining manual land transactions to the platform.

The ministry has not disclosed which transactions remain manual or when the revised workflows will be implemented.

The initiative is intended to shorten processing times, improve efficiency and increase transparency in land services.

The review identified weaknesses in the system and use feedback from users to improve its workflows, said Leah Gomani, deputy director of LIMS (technical) at Malawi’s Ministry of Lands, Housing and Urban Development.

The ministry examined whether existing workflows meet the needs of staff and the public, while developing digital procedures for services that remain manual, Gomani added.

Moving more transactions to the platform should reduce delays, simplify operations and provide faster access to land services, she said.

Officials from the ministry’s Survey, Lands, LIMS, Finance, Estates Management, Physical Planning, Administration, and Policy, Planning and Development departments attended a workshop on the review. 

The Quality Assurance Office was also represented.

Participants assessed existing workflows, identify operational gaps and recommend improvements to the digital land administration system.

Malawi launched LIMS in February 2024 as part of a wider programme to modernise land governance. The World Bank-financed Agricultural Commercialisation Project supported its development.

The web-based system is designed to link processes and data across the Lands, Surveys and Physical Planning departments, as well as other stakeholders.

Registered users can view land parcels and assets, submit documents, receive notifications and make payments, including ground rent and application fees.

Expanding the platform should reduce reliance on paper records and improve accountability. However, the ministry has not provided current processing times or targets against which to measure the planned improvements.

More land services will be processed electronically once the revised workflows are implemented, supporting the government’s goal of a fully digital land administration system.
