The Public Private Partnership Commission, in collaboration with the Department of eGovernment in the Ministry of Information and Communications Technology, is developing an Electronic Auctions Platform (EAP) to digitise competitive auctions and improve transparency in government transactions.

The platform replaces paper-based and semi-manual auction processes with a secure web-based system capable of managing competitive auctions digitally and in real time.

Contractor CSM Tech Limited is conducting requirement-gathering sessions in Blantyre alongside government ministries, departments and agencies, including the National Registration Bureau and the Companies, Registrations and Intellectual Property Centre.

Developing the EAP forms part of the implementation of the Commercial Transaction Manual under the World Bank-funded digital Malawi Acceleration Project.

The broader project targets broadband connectivity for approximately 2 000 schools and 500 government sites, alongside the construction of up to 100 cellular towers in underserved and rural areas.

The platform will build a transparent, technology-driven auctioning ecosystem that strengthens governance and accelerates digital inclusion, according to CSM Tech Limited.

Key features include electronic bid submission, automated bid ranking, bidder anonymity and digital publication of auction results.

The system supports the government’s wider digital transformation agenda by reducing reliance on physical documentation and manual processes in commercial transactions.

Once operational, the platform provides bidders with a standardised environment for participating in competitive auctions while giving authorities greater capacity to monitor and audit transactions.
