Angola, Namibia's dynamic connectivity partnership

digital connectivity along Southern Africa’s west coast is set for an upgrade following the signing of a memorandum of understanding and a commercial terms agreement between Telecom Namibia and Angola Telecom in Swakopmund.

The strategic partnership formalises a direct link between the national telecommunications operators of Namibia and Angola.

Angola Telecom will access international capacity through the Equiano subsea cable landing in Swakopmund, while laying the groundwork for deeper collaboration linked to Angola Telecom’s SARSSy Subsea Cable System.

The agreement was finalised during a ceremony attended by government leaders, the Mayor of Swakopmund, and executive leadership from both operators. The partnership aims to advance resilient digital infrastructure through regional cooperation.

The partnership supports regional integration, enhances international connectivity, and positions the Erongo region as a key digital gateway for Southern Africa, said Telecom Namibia.

Furthermore the deal aligns with with Namibia’s Vision 2030, the Sixth National Development Plan, and the Harambee Prosperity Plan II, which prioritise digital infrastructure as a key enabler of economic growth, service delivery, and industrialisation.

Namibia’s ICT minister, Emma Theofelus, commended the pact as a shift from luxury to necessity, asserting that robust connectivity is the primary engine for economic growth and regional integration.

Echoing this sentiment, Angola’s ICT minister, Mário Augusto da Silva Oliveira, described the deal as a clear political mandate to deepen bilateral ties.

“The MOU serves as a concrete step towards developing a regional submarine cable system that will enhance international connectivity, strengthen communications security, and improve the competitiveness of both economies.”

Telecom Namibia CEO, Dr. Stanley Shanapinda, said the agreement represents the outcome of careful planning and collaborative effort.

“By leveraging the Equiano Subsea Cable and working in partnership with Angola Telecom, we are strengthening network resilience, expanding international bandwidth, and positioning Namibia as a key digital transit hub for the region.”

Both parties reaffirmed their commitment to continued collaboration, transparency, and the expansion of resilient digital infrastructure that supports economic integration across Southern Africa.
