Zambian govt dismisses Star Technologies’ tender appeal

The Zambian government has dismissed an appeal by China’s Star Software Technologies regarding the cancellation of the country’s digital migration tender.

Earlier this year, the Zambian government cancelled a $220 million digital migration tender. The Zambian government has said that Star Software Technologies was a “preferred bidder” for the project.

Subsequently, Star Software Technologies appealed the Zambian government’s decision.

But the permanent secretary in the ministry of information and broadcasting Emmanuel Mwamba said the company may not appeal the decision as they have not officially been granted the tender.

He said the tender remains cancelled and that the Zambian government is awaiting instructions from the attorney general’s office and the Zambia Public Procurement Authority (ZPPA) on the way forward.

“The appeal was wrongly brought before my ministry and therefore the appeal has been thrown out. Going forward we are still waiting for instructions from the Attorney General’s office and ZPPA,” Mwamba said.

In its appeal, the Chinese company argued that it was the ‘best company’ to implement the digital migration project for Zambia.

Meanwhile Mwamba said the country will soon table the digital migration policy to cabinet for approval.
