Kenya to appoint new ICT Cabinet Secretary

Former Google Kenya head Joe Mucheru has been appointed as the new Cabinet Secretary nominee for Information Communication and Technology (ICT) to replace outgoing Fred Matiang'i.

This is the latest in a series of changes to president Uhuru Kenyatta's cabinet and follows a recent surge in allegations of corruption that resulted in six of Kenyatta's original cabinet members stepping aside from office for investigation.

Mucheru was one of the founders of Wananchi Online in 1999 and later joined Google as the county head. He currently serves as Google Sub-Saharan Africa (SSA) ambassador as well as Energy Access and Investments Regional Lead - Africa, based in Nairobi.

Before taking oath of office Cabinet Secretary nominees must undergo a vetting process through parliament.

On Monday, President Kenyatta called on local innovators to create platforms that can be used to report bribery and corruption in all government sectors.

"Kenya has some of the most tech savvy people in Africa, and our IT sector is rightly renowned for its innovation and leading edge products. We will tap this home grown talent to develop accessible technology platforms," the president announced.

"I call upon Kenyan innovators to develop accessible technology platforms that allow citizens and customers to report bribe demands, inordinate service delays and corrupt practices in government departments. The data produced will be publicised and available to the Presidency to hold responsible officers to account," Kenyatta added.

This is not the first time the president has tried to use technology to report corruption. In October 2013, the president introduced a website, president.go.ke/en/category/corruption.php, specifically for that purpose, however the site category is now offline.

The president has also pushed for the implementation of electronic invoicing and digital payments that would help to track government spending.

"The relevant government agencies must accelerate the digitisation of government services and the institution of electronic invoicing and digital payments. This will seal loopholes of revenue losses," he declared.

"I am also directing the Chief of Staff and Head of Public Service to oversee the integration of all government digitisation to allow for cross-referencing between various government databases and facilitate multi-location access by enforcement officers."
