Ugandan regulator worried about slow SIM card registrations

Pressure is mounting on the Uganda Communications Commission (UCC) and local mobile operators over the slow uptake of SIM card registrations.

Uganda Communications Commission's consumer and communications manager, Fred Otunnu, has said only eight million out of potentially 16 million SIM card holders have complied with the regulator's call thus far. The deadline for the SIM card cut-off, meanwhile, is just five months away.

The SIM card registration process in Uganda kicked off on March 1, 2012, with the aim to help fight mobile and cybercrimes. The registration drive is further aimed at blocking the use of fake phone devices.

Otunnu said his regulator was deeply concerned that cell phone users are fearful about disclosing personal information required in the process. He added that fake phone users could also be holding back from registering their SIM cards as they are uncertain about the subsequent fate of their devices.

“May I take this opportunity to assure the mobile subscribers that their information will be kept confidential. There is no reason for anyone to be skeptical about disclosing any info," Otunnu said.

Otunnu said UCC has organised three public dialogues for the Eastern region, with the aim of creating more awareness on the ongoing SIM Card registration exercise.

“All our dialogues to the public will go on and we are inviting all licensed service providers, civil society groups, district leaders and the general public to attend these important events” Otunnu said.
