Service charter for Zim's mobile money market?

Zimbabwe mobile payments and e-commerce platform, NettCash has called for the development of a service charter for mobile money stakeholders in Zimbabwe.

Last week, global ecommerce company, Mozido, announced that it had acquired NettCash with a view to further expand it. NettCash offers mobile payment services as well as mobile airtime distribution.

Darlington Kutenha, the chief executive officer of NettCash has now said that the mobile money sector in Zimbabwe should come up with a service charter to guide operators and other stakeholders such as merchants and agents.

"We are an industry with limited backing for our operations. There is need to have a charter that governs relationships between stakeholders," he said.

The charter would have to specify what stakeholders should do and not do. This would help resolve issues such some operators reportedly still insisting on shunning agents from offering services offered by rivals.

Regulators have reportedly stated they will not enforce interoperability, claiming that this should be up to the operators.

"Some operators still insist on exclusivity of products and agents. That can be addressed if the mobile money industry can come up with a charter," Kutenha said.

He added that the Charter should be driven by stakeholders and buy-in would depend on whether or not they see benefits, specifically in terms of solving agent sharing and exclusivity.

At the same time there is a mixed response by operators to the suggestion because some are thriving within the current market.
